Many USB serial emulators omit fully robust handling for RS-232 signal lines. ONEYSER includes a Device Manager property page provider that allows you to tailor the behavior of these input signals:
CTS -- Non-standard (using bit 7 of the SERIAL_STATE report), always follows RTS, always on, or always off.
DSR -- Standard (using SERIAL_STATE report), on/off as device is plugged/unplugged, always on, or always off.
DCD -- Standard (using SERIAL_STATE report), on/off as device is plugged/unplugged, always on, or always off.
